Notice | Notice on the Certification Requirements for Non Medical Epidemic Prevention Materials

All relevant enterprises:


In the current situation of epidemic prevention and control, in order to effectively support the global fight against the epidemic, ensure product quality and safety, standardize the export order of epidemic prevention materials, and certify related documents, in accordance with the Notice on Certification Requirements for Non Medical Epidemic Prevention Materials Documents issued by the China Council for the Promotion of International Trade, The Shenzhen Municipal Commission for the Promotion of International Trade has made the following requirements for the certification of relevant documents for non medical epidemic prevention materials (such as non medical masks, non medical protective clothing, non medical goggles, non medical protective masks, non medical disinfectants, etc.):


1、 No free sales certificate in the format of the China Council for the Promotion of International Trade will be issued for non medical epidemic prevention materials


2、 Requirements for formal certification of non medical epidemic prevention materials documents


(1) Proof documents issued by government regulatory authorities or third-party testing institutions.


1. For documents that require proof of the original (such as third-party testing reports, etc.), the issuing authority can issue a certificate of "authenticity of the seal" after verifying that there are no errors.


2. If a photocopy of a document (such as a production license, etc.) needs to be certified, the issuing authority can issue a certificate stating that the photocopy matches the original after verifying that it is correct.


(2) Documents such as documents, contracts, statements, and free sales certificates issued by the enterprise itself.


For the certification of such documents, the materials submitted by enterprises must meet the following requirements:


1. The document issued by the enterprise must clearly indicate the statement "the said product is not used for medical purposes".


2. Enterprises need to submit materials: company business license, product testing report, letter of guarantee (Attachment 1), joint declaration by the exporter and importer (see Attachment 2).


For the document certification of non medical mask products, reference will be made to the requirements of the Announcement on Further Strengthening the Quality Supervision of Export of Epidemic Prevention Materials (No. 12 of 2020) jointly issued by the Ministry of Commerce, the General Administration of Customs, and the State Administration for Market Regulation on April 25. Starting from April 26, non medical masks exported shall comply with Chinese or foreign quality standards. The Ministry of Commerce has confirmed the list of non medical mask production enterprises that have obtained foreign standard certification or registration (dynamically updated on the website of the China Chamber of Commerce for Import and Export of Medical and Health Products at www.cccmhpie. org. cn), and the State Administration for Market Regulation has provided a list of non medical mask quality unqualified products and enterprises investigated and dealt with in the domestic market (dynamically updated on the website of the State Administration for Market Regulation at www.samr. gov.cn). Our commission only accepts applications from enterprises listed on the website of the China Chamber of Commerce for the Import and Export of Medical and Health Products and not included in the list of substandard products and enterprises provided by the State Administration for Market Regulation.


The certification requirements for medical epidemic prevention materials are still in accordance with the "20200409 Notice on Certification Requirements for Epidemic Prevention Materials".
