1、 Development goals


By 2022, the digital economy industry will become one of the core engines driving the comprehensive development of our city's economy and society, comprehensively assisting in the digital and intelligent transformation and upgrading of various industries. The level of digital industrialization and industry digitization will be among the top in the country, and efforts will be made to build a leading city in the innovation and development of the digital economy industry in China and the world.


——The industrial scale continues to expand. By 2022, the added value of the digital economy industry in the city will exceed 240 billion yuan, with an average annual growth rate of about 15%; The operating revenue of the information transmission, software, and information technology service industries has exceeded 800 billion yuan, with an average annual growth rate of about 15%; The software business revenue has exceeded 1 trillion yuan, with an average annual growth rate of about 15%; The development of some sub sectors leads the country.


——Significant improvement in innovation capability. By 2022, we will have successfully developed a batch of basic software such as operating systems, databases, middleware, and industrial software such as CAD, CAE, and EDA with independent intellectual property rights. Some digital technologies will reach international leading levels. Build 10 high-level research institutes, laboratories, innovation centers, research bases, and other new research institutions and innovation carriers, significantly improving the source innovation capability.

By 2022, a batch of new infrastructure and public service platforms with significant support for the industry will be built, and a number of high-end exhibition forums in the field of digital economy will be cultivated. Accelerate the establishment of standard specifications and testing certification systems in the field of digital economy industry, and enhance the support and leadership of standardization for the development of our city's digital economy industry.


——The agglomeration effect has significantly increased. By 2022, the city will cultivate more than 15 leading enterprises with revenue exceeding 5 billion yuan, and more than 70 key enterprises with revenue exceeding 1 billion yuan. The development pattern of tiered enterprises will be basically formed. Build 3 or more sub sector industrial clusters with a scale of over 100 billion yuan, and 6 or more sub sector industrial clusters with a scale of over 10 billion yuan, significantly improving the level of collaborative development of the industrial chain.

Based on the development trend of the digital economy industry at home and abroad, combined with the advantages and foundation of our city's digital economy industry, the following sub areas are selected for key support:


(1) Big data industry. Develop and introduce an action plan for the development of Shenzhen's big data industry, expand and strengthen the data infrastructure support industry, optimize and deepen the big data service industry, promote the integration and innovative development of big data and various industries, and strive to build an internationally leading big data application pilot zone and industrial agglomeration zone. Fully leverage the new value of data resource elements, vigorously promote the co construction, sharing, and sharing of government data resources, accelerate the opening up of government data, innovate big data applications in various fields, and establish a working mechanism of "speaking with data, making decisions with data, managing with data, and innovating with data".
